Overview
This role supports a government customer by providing information technology services and hands-on technical guidance for a move from team-level Scrum to the Scaled Agile Framework (SAFe). The position is part of a broader effort that covers SAFe adoption, software development and enhancement, deployment, operations and maintenance, and information and system security.
In addition to helping with Agile execution, the work includes contributing to the design, architecture, and implementation of a secure application development environment built to speed up SAFe transformation. That environment is expected to embed automated security controls into the Continuous Delivery Pipeline, strengthen developer autonomy and productivity, and support Zero Trust architecture across distributed teams while preserving Lean-Agile principles.
Location is on-site in Winchester, Virginia. A Top Secret clearance with ability to obtain SCI is required.
Role Summary
The Junior Scrum Master supports Agile and SAFe delivery across product lifecycle activities. The role helps teams apply Scrum practices, keeps ceremonies running smoothly, clears delivery obstacles, encourages collaboration and transparency, and drives continuous improvement as the program transitions to SAFe terminology, operating rhythms, and ways of working.
Responsibilities
- Lead standard Agile ceremonies at the team level, including daily standups, sprint planning, sprint reviews, retrospectives, demonstrations, and backlog grooming.
- Help the team stay aligned to sprint goals, PI objectives, commitments, and broader program priorities.
- Spot impediments, dependencies, and delivery blockers, then work with the right stakeholders to resolve them.
- Reinforce quality-minded Agile behavior, open communication, teamwork, and ongoing improvement.
- Support adherence to working agreements, the Definition of Done, and practices aligned to SAFe.
- Assist with ROM and level-of-estimate efforts.
- Coordinate across teams, Scrum Masters, Product Owners, and technical leads to improve alignment and delivery flow.
- Recommend practical process improvements and ways to standardize work for both government and contractor stakeholders.
Requirements
- Bachelor’s degree plus at least 2 years of relevant experience.
- Background supporting Scrum, Agile, or SAFe team execution.
- Working knowledge of Agile ceremonies, user stories, backlog management, estimation, team agreements, and continuous improvement.
- Ability to run meetings, capture outcomes, manage action items, and follow through on team tasks.
- Capability to identify blockers and coordinate resolution with appropriate parties.
- Strong facilitation and meeting leadership skills.
- Active Top Secret security clearance.
- On-site availability in Winchester, VA.
Preferred Qualifications
Additional strengths include a current SAFe Scrum Master certification or ICAgile Team Facilitation certification, experience supporting a Scrum-to-SAFe transition, and familiarity with Agile collaboration tools such as Jira, Confluence, Azure DevOps, or GitLab. Knowledge of PI Planning, Scrum of Scrums, ART Sync, System Demo, Inspect and Adapt, and cross-team dependency management is also valuable, along with exposure to software development, DevSecOps, cloud, enterprise IT, or federal delivery environments.
