Zoning Inspector

Role Overview

The Zoning Inspector is responsible for making sure zoning rules are followed and that development work matches approved plans and land-use standards. The position involves site visits, complaint investigations, enforcement follow-up, and final checks to verify that completed projects comply with approved site plans. This role also supports zoning administration through guidance to property owners, developers, and residents, and may contribute to policy work, staff learning, and public outreach. When needed, the inspector may also prepare case materials and give testimony in court related to zoning violations.

Key Responsibilities

This position focuses on code compliance, field enforcement, and coordination with city teams involved in development review. The inspector works with the Zoning Administrator and other departments to resolve zoning concerns and support orderly development across the city.

Minimum Qualifications

Applicants must meet one of the following education and experience combinations:

• Bachelor’s degree in Engineering, Architecture, Urban Planning, or a related discipline, plus 6 years of experience in land use planning, zoning administration, code enforcement, water engineering, building regulations, or civil engineering.
• Associate’s degree in Engineering, Architecture, Urban Planning, or a related discipline, plus 8 years of experience in land use planning, zoning administration, code enforcement, water engineering, building regulations, or civil engineering.
• High school diploma plus 10 years of experience in land use planning, zoning administration, code enforcement, water engineering, building regulations, or civil engineering.

The degree must come from an accredited college or university recognized by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission, or an equivalent body.

Preferred Background

Experience that combines land use, architecture, engineering, or construction methods is strongly preferred. Training or education in water engineering or sustainability is also an advantage, and ICC certification in relevant areas is preferred.

License and Employment Conditions

A valid driver’s license is required at the time of appointment and must be maintained for as long as employment continues. Applicants must clearly explain in their application how each minimum qualification is met.

Pre-Employment Checks

Final selection is subject to a background investigation and verification of employment authorization and identity. All candidates must successfully clear any applicable level of background screening, including current city employees applying for transfer, promotion, demotion, or other movement into a classified role.

Medical and Substance Screening

The final appointment depends on passing a job-related medical exam, including a drug test. Candidates who receive an offer must also pass nicotine screening. New hires are required to remain free from tobacco and nicotine use as a continuing condition of employment. This tobacco and nicotine-free hiring rule does not apply to current City employees.
