Engineering Division Manager

Position Summary

This leadership role is responsible for directing and supervising the engineering functions within the Municipal Development department. The position covers traffic engineering, engineering, street maintenance, storm drainage maintenance, and construction services, while also coordinating work with other divisions, departments, and external agencies. It provides high-level administrative support to the Director of Municipal Development.

Essential Functions

• Take complete responsibility for the division’s services and operations across engineering, street maintenance, storm drainage maintenance, traffic engineering, and construction services, including recommending and carrying out policies and procedures.
• Set division goals, priorities, and operating objectives for each assigned service area and guide their implementation.
• Determine service levels and staffing needs within department policy, then track how effectively and efficiently services are delivered and adjust resources as needed.
• Lead, through supervisory staff, the work planning for assigned engineering activities; allocate project and program responsibilities; review procedures and resolve issues with key team members.
• Review workloads, administrative systems, support processes, and internal reporting lines to identify improvements and put changes into place.
• Potentially direct engineering work related to transportation development, hydrology, and the planning, design, and construction of new transportation facilities.
• Potentially oversee street maintenance and storm drainage maintenance operations, including final inspections of completed work.
• Potentially oversee traffic engineering maintenance and operational functions.
• Supervise engineering design and construction work, coordinate construction phases and schedules with contractors, and prepare or negotiate contracts, supporting documents, and cost estimates.
• Recruit, train, motivate, and assess division staff; arrange training, address performance gaps, and manage corrective action, discipline, and termination when necessary.
• Lead the preparation and management of the division budget, including funding forecasts for people, equipment, materials, and supplies, and make budget adjustments as needed.
• Potentially manage funding obligations tied to local, state, and federal grants and appropriations.
• Present, defend, and explain division programs, policies, and activities, including handling sensitive or disputed issues.
• Represent the engineering division before other departments, elected officials, outside agencies, and partner organizations while coordinating shared work.
• Support the Director and Deputy Director of Municipal Development, serve on boards, commissions, or committees, and prepare reports and correspondence.
• Potentially oversee administration of the storm water MS4 Program.
• Attend professional meetings, keep current on civil engineering trends and innovations, respond to difficult citizen concerns, and carry out related duties as assigned.

Minimum Qualifications

Applicants must meet one of the following education-and-experience combinations:

• A bachelor's degree from an accredited college or university in civil engineering or a related field, plus 9 years of professional engineering experience, including 6 years in a supervisory role; or
• A master's degree from an accredited college or university in civil engineering or a related field, plus 7 years of professional engineering experience, including 6 years in a supervisory role.

Additional Requirements

• A valid New Mexico Driver's License is required, or the ability to secure one by the hire date.
• A City Operator's Permit (COP) must be obtained within 6 months of hire.
• A current Professional Engineer (PE) license is required. If the license is from another state, New Mexico licensure must be obtained within 1 year of hire.

Working Conditions

The role involves both field and office settings, with occasional construction-site exposure. The work environment may include noise, dust, grease, smoke, fumes, gases, computer screens, water, and heavy construction equipment.

Physical Requirements

The job can require extended sitting, walking, or standing, travel between sites, and operation of motor vehicles.
