Role overview

The Medical Council is hiring an Executive Officer at EO grade on a fixed-term basis to support Council, Committee and Working Group activity, as well as the Fitness to Practise team. This position combines legal, administrative and case management work to help ensure matters progress accurately, fairly and on time in line with statutory and regulatory requirements.

What you will do

You will provide broad administrative support across Council, Committee and Working Group workstreams, and help the reporting manager with agendas, briefing papers and minutes. The role also involves coordinating internal and external meetings, attending meetings when needed, supporting meetings both online and in person, preparing correspondence, and handling communications by phone, email and letter with people and organisations connected to the team’s work.

In addition, you will support governance activity, including statutory compliance tasks such as Ethics in Public Office returns and maintaining the Register of Interests for Council Members. You will work with the reporting manager on business planning, annual and periodic reporting, corporate governance work and process improvement. The role also requires active participation in risk management, cross-organisational projects, policy and process development, and other operational initiatives that support the Fitness to Practise Unit.

The duties listed are not exhaustive, and the post-holder may be asked to take on other tasks as the organisation’s needs evolve.

What you need

Applicants should have at least two years of satisfactory experience in a busy, high-pressure administrative environment, ideally within an organisation that operates in a statutory framework. A Leaving Certificate is the minimum qualification requirement, although relevant experience in a similar administrative, legal or regulatory support role may also be considered.

You should be comfortable using technology, case management systems and standard office software such as Excel, PowerPoint and Microsoft Word, as well as online cloud-based meeting tools. Strong written and verbal communication skills are essential, along with the ability to engage professionally with internal and external stakeholders.

Good organisational ability is important, including managing files, tracking deadlines and maintaining accurate records in a fast-paced setting. The role also calls for strong interpersonal skills, tact and discretion, a high level of confidentiality, good presentation skills, a structured and detail-focused approach, the ability to juggle priorities, a proactive mindset, sound negotiation skills and the capacity to stay calm under pressure.

Appointment details

This is a full-time fixed-term appointment for 12 months, with a 6-month probationary period. The starting salary is €38,803, which is the first point of the Executive Officer pay scale. Serving civil or public servants may enter at a higher point depending on current pay. Salary increments are awarded annually in line with the Executive Officer Grade pay scale, subject to satisfactory performance, up to the top of the scale. Pay is set by Government policy and is not negotiable.

The Executive Officer pay scale listed is: €38,803, €40,764, €41,871, €44,030, €45,965, €47,838, €49,703, €51,534, €53,419, €55,296, €57,289, €58,624, €60,527 (LS1 after 3 years satisfactory service at the maximum), and €63,227 (after 6 years satisfactory service at the maximum).

Annual leave is 23 working days plus public holidays. The standard working week is 35 hours, Monday to Friday. The Medical Council’s offices are based at Kingram House, Kingram Place, Dublin 2. The organisation follows a hybrid working model, with remote working and a current requirement to attend the office two days per week.

A pension is available through the Public Sector Scheme, with contributions starting when you join. Candidates already working in the Public or Civil Service may be able to transfer their pension.
