Job Title: Manager – Proposals

This role is responsible for overseeing the entire lifecycle of assigned proposals, from initial concept to final customer presentation. The Manager ensures that all proposals accurately reflect customer requirements and clearly define the scope of work for both the client and internal execution teams. Key duties include supervising and directing proposal teams, coordinating efforts, managing resources and man-hours to meet deadlines, and preparing comprehensive proposal summaries. The Manager also assesses technical, financial, schedule, and other potential risks associated with proposals before submission for bid/no-bid decisions. Developing and implementing effective proposal strategies based on client evaluation processes, bid timing, and competitive analysis is crucial for securing a competitive edge. Collaboration with various departments such as Engineering, Procurement, Contracts, Construction, Finance, Taxation, Sales & Marketing, and Commercial/Legal is essential for gathering necessary documentation and support. The role involves coordinating with JV/Consortium partners, managing clarifications, and ensuring timely submission of high-quality techno-commercial bids that meet all ITT requirements. The Manager is also responsible for budget preparation, proposal handover, supporting contract reviews, and analyzing unsuccessful bids to implement lessons learned.

Key Responsibilities

  • Oversee the preparation, monitoring, and coordination of all assigned proposals from inception to client presentation, ensuring alignment with customer requirements and clear definition of scope.
  • Lead and direct proposal teams, optimizing resource allocation and man-hours to meet all timelines.
  • Prepare and review proposal summaries, including initial risk assessments (technical, financial, schedule).
  • Develop and implement strategic approaches for proposals to gain a competitive advantage.
  • Coordinate with and obtain support from various departments including Engineering, Procurement, Contracts, and Construction.
  • Manage coordination with contracts departments for JV/Consortium bidding, including conflict resolution.
  • Proactively monitor and adjust proposal preparation schedules to ensure timely submission.
  • Conduct review meetings to define scope, ensure client requirements are understood and incorporated, and identify/resolve any clarifications or exceptions.
  • Liaise with Finance, Taxation, Sales & Marketing, and Commercial/Legal departments for necessary documentation and compliance.
  • Collaborate with Procurement and Subcontracts to achieve competitive cost levels and optimize bid competitiveness while minimizing risks.
  • Develop and maintain risk registers with mitigation plans.
  • Serve as the primary point of contact for pre and post-bid client communications, managing clarifications and ensuring team incorporation of client feedback.
  • Conduct regular proposal review meetings and ensure closure of action items.
  • Review cost estimates, ensuring all elements are captured and presenting them to management for pricing decisions.
  • Ensure high-quality techno-commercial bid submissions that meet ITT requirements and deadlines.
  • Manage budget preparation, proposal handover, and support project managers in contract reviews.
  • Analyze unsuccessful bids to identify and implement lessons learned for future proposals.

Essential Qualifications and Skills

  • Engineering degree, preferably in Chemical or Mechanical disciplines.
  • Minimum of 20 years of experience in Project Management or Project Engineering Management within Engineering or EPC companies in the oil & gas, refining, or petrochemical industries.
