About the Role
An international consultancy firm is looking for a skilled Monitoring and Evaluation (M&E) Expert to join their team. This role is crucial for a building construction and infrastructure project focusing on land and water transport in East Africa, specifically Rwanda. The expert will be responsible for overseeing and implementing the M&E framework for this significant development initiative.
Responsibilities
- Design, implement, and manage the M&E system for the project.
- Develop and track key performance indicators (KPIs) to measure project progress and impact.
- Conduct baseline studies, mid-term reviews, and final evaluations.
- Collect, analyze, and interpret data to assess project performance and identify areas for improvement.
- Prepare comprehensive analytical reports on project outcomes and impact for stakeholders.
- Ensure the effective use of data collection tools and methodologies.
- Provide technical guidance and support to project teams on M&E matters.
- Contribute to the development of project proposals and work plans with a strong M&E component.
Requirements
- Master's degree in Statistics, Economics, Development Studies, or Project Management.
- Mandatory professional certification or formal training in M&E methodologies such as Results-Based Management or Logical Framework Approach.
- A minimum of 8 years of professional experience in M&E roles, preferably within development projects, infrastructure programs, or donor-funded initiatives.
- At least 5 years of experience in a senior M&E position, with a proven ability to lead the design and implementation of M&E systems.
- Demonstrated expertise in creating performance indicators, designing surveys (baseline and end-line), and conducting impact assessments.
- A strong history of producing high-quality analytical reports.
- In-depth understanding of data collection tools, performance indicators, and evaluation frameworks applicable to large-scale projects.
- Proficiency in statistical software such as SPSS, STATA, R, or similar.
- Experience with data visualization tools.
- Fluency in English is essential.
Additional Information
This position is based in Doha, Qatar, and requires travel to East Africa for project oversight.
