Role summary
The Performance Analyst role centers on evaluating user performance needs and converting them into clear, testable IT system requirements within a government contracting setting. The position is responsible for creating test scripts, reviewing performance outcomes across the full testing lifecycle, and producing formal documentation that summarizes findings and recommendations. The work supports the delivery of high-quality federal health IT solutions by ensuring requirements are traceable, thoroughly assessed, and communicated effectively to both technical and non-technical stakeholders.
This position is contingent upon award expected in July/August 2026.
Key responsibilities
- Assess user performance needs and turn them into practical, testable IT system requirements documentation.
- Create detailed test scripts that validate system performance against each defined requirement.
- Support or carry out performance testing throughout unit, integration, system, user acceptance, and regression testing phases.
- Review performance results and test outputs, then compile formal test reports that maintain clear requirement traceability.
- Map test findings back to requirements and communicate results in both spoken and written form to technical and non-technical audiences.
- Spot performance gaps, document defects, and work with development teams to help resolve issues.
- Build and maintain requirements traceability matrices to ensure complete coverage during testing.
- Take part in requirements reviews, test readiness reviews, and post-test retrospectives.
- Contribute to performance measurement frameworks aligned with program KPIs and success measures.
- Prepare briefings, technical reports, and presentations that explain testing progress and outcomes.
Required qualifications
- Bachelor’s degree in Information Technology, Computer Science, Systems Engineering, Health Informatics, or a similar technical field.
- At least 5 years of experience in performance analysis, system testing, or IT requirements analysis.
- Proven ability to evaluate user performance needs and develop testable IT system requirements.
- Strong capability in writing test scripts, test plans, and test procedures for complex IT environments.
- Hands-on experience performing system performance evaluations across multiple testing stages and documenting the results in formal reports.
- Ability to trace test outcomes to system requirements and present results verbally and in writing.
- Working knowledge of requirements management and test management tools such as JIRA, HP ALM/Quality Center, or Azure DevOps.
- Understanding of software development lifecycle methodologies and how they affect testing.
- Excellent written and verbal communication skills with the ability to deliver formal reports and presentations to varied audiences.
Preferred qualifications
- Experience supporting the Veterans Health Administration or a similar federal health organization such as CDC, CMS, DHA, or HHS.
- An active security clearance, or the ability to obtain one.
- ISTQB Certified Tester Foundation Level certification or a higher-level equivalent.
- CSQE certification or a comparable quality engineering credential.
- Exposure to VA testing environments, VistA testing practices, or VA EHRM performance testing activities.
- Background in Agile or SAFe testing, including sprint testing, regression testing, and CI pipeline support.
- Knowledge of federal security testing requirements, including FISMA assessment and authorization testing activities.
- Experience with performance and load testing tools such as Apache JMeter or LoadRunner, especially in healthcare IT settings.
