Role overview
One Lancashire and South Cumbria (LSC) Procurement is inviting applications for a Procurement Manager to join its team at a time of major change and service integration. The function is evolving into a single procurement department supporting NHS organisations across Lancashire and South Cumbria as a shared service provider.
Applications are encouraged from candidates with experience in either the private or public sector. The team is looking for someone who brings energy, fresh thinking, and a strong commitment to customer service. Full training and support will be offered to help the successful candidate settle into the role and the NHS environment.
The post involves working closely with colleagues and customers across Lancashire and South Cumbria, so the ability and willingness to travel between different sites is essential. Where suitable, the base location may be aligned to one of the main hubs in Blackpool, Lancaster, Blackburn, Preston, or across South Cumbria.

What the role will focus on
The position is centred on helping customers achieve value for money on projects while maintaining full legal compliance. As a senior procurement manager, you will play a key role in delivery across the procurement service.
- Contribute to the procurement team’s delivery of the procurement strategy and wider service objectives.
- Support delivery against savings and efficiency goals.
- Help ensure compliance with procurement legislation and regulations.
- Maintain a high standard of customer service.
- Work with stakeholders at different levels to position procurement as a proactive, modern, and responsive service that supports innovation and system improvement.
- Lead strategic procurement projects with a strong focus on best value and integrated working.
- Offer expert guidance on procurement processes, including compliance with UK requirements such as the Public Contract Regulations 2015, the Procurement Act 2023, and the Provider Selection Regime.
About One Lancashire and South Cumbria
Established in November 2024, One Lancashire and South Cumbria is a shared service organisation delivering corporate services such as Finance, Human Resources, Digital, Estates, and Procurement.
The procurement function provides strategic procurement, commercial, logistics, and supply chain support to partner trusts including East Lancashire Hospitals NHS Trust, Lancashire Teaching Hospitals NHS Foundation Trust, University Hospitals of Morecambe Bay NHS Foundation Trust, Lancashire & South Cumbria NHS Foundation Trust, Blackpool Teaching Hospitals NHS Foundation Trust, Atlas BFW Management Ltd, and North Cumbria Integrated Care NHS Foundation Trust.
The shared service model is hosted by East Lancashire Hospitals NHS Trust and is organised into three service lines: Procurement, Systems & e-Commerce, and Logistics and Supply Chain.
