Role overview
An established utilities organisation in Dublin is seeking a Procurement Specialist with proven public procurement experience to strengthen and run its strategic procurement function. This is a hands-on role with a wide range of internal stakeholders, focused on building efficient processes, improving procurement performance, and supporting long-term capability across multiple categories.
What you will do
You will oversee and control the tender process across the organisation, working across departments to improve efficiency, reduce costs, and support better procurement outcomes. The role calls for someone who can combine strategic thinking with practical delivery in a fast-moving environment.
Key responsibilities
- Lead and coordinate tender activity across all procurement categories.
- Drive improvements that make procurement processes more effective and efficient.
- Work with internal teams to identify savings and operational gains.
- Support strategy development through market and supplier analysis.
- Manage vendor selection and supplier engagement.
- Handle negotiations with suppliers and external vendors.
- Support best-practice supply arrangements and oversee external supplier performance.
- Strengthen supply chain efficiency and identify areas for improvement.
- Assess and manage supply chain risk, including sustainability considerations.
- Administer framework agreements where needed.
- Contribute to key strategic procurement decisions.
- Build strong working relationships with internal clients and external stakeholders.
Requirements
- Strong public procurement background is mandatory.
- At least 5 years of procurement experience is required.
- A qualification relevant to public procurement is acceptable in place of, or alongside, experience.
- Background in construction programmes would be an advantage.
- Experience working in a continuous improvement environment is important.
- Ability to think strategically and plan effectively.
- Experience managing teams and keeping people motivated.
- Strong relationship-building skills with both internal and external stakeholders.
- Previous exposure to the utilities sector would be beneficial.
