Watercare is at an important point of growth and investment, with plans to spend $14 billion across the next decade to keep supporting Auckland’s expanding population in a way that can stand up to climate challenges. That works out to an average investment of $3.8 million each day.
The organisation is also moving into a new chapter as the water sector is regulated for the first time. Its newly established Economic Regulation team is helping shape how this framework is designed, interpreted, and put into practice across the business.
This role offers the chance to contribute to sector-wide change, strengthen regulatory capability, and help build the systems and methods that will guide Watercare’s long-term compliance approach.
About the Role
As a Regulatory Analyst, you will be central to the creation and delivery of Watercare’s regulatory disclosures and analysis. You will help develop frameworks, methods, and processes that enable the organisation to meet its regulatory duties with confidence.
The position works closely with teams across Strategy, Planning, Finance, Programme Delivery, Operations, and other parts of the business to collect evidence, interpret performance data, and support accurate, high-quality reporting.
Key Responsibilities
- Assist in developing information disclosure and other regulatory reporting methods.
- Review data and prepare written commentary for regulatory submissions.
- Gather and present reliable evidence to meet regulatory obligations.
- Help establish consistent processes for data collection, analysis, and information management.
- Evaluate current and future organisational performance against regulatory measures and highlight risks and opportunities.
- Advise internal teams on regulatory rules, responsibilities, and wider implications.
- Support learning materials and initiatives that improve regulatory understanding and capability.
- Work with the Commerce Commission and Crown Monitor through internal preparation and input.
Requirements
- A qualification in economics, finance, accounting, or a closely related field.
- Experience in a regulatory, utilities, infrastructure, analysis, or continuous improvement setting.
- Strong analytical skills, including the ability to assess evidence and maintain data quality.
- Clear communication skills for working with senior leaders and colleagues across the organisation.
- Excellent accuracy, strong planning ability, and comfort handling complex information.
- A proactive approach to problem-solving and a strong customer focus.
- Confidence collaborating with stakeholders and contributing as part of a team.
- Working knowledge of Microsoft Office and other relevant analysis tools.
- A flexible and curious mindset, with the ability to adapt in a changing regulatory landscape.
- Project management or quality assurance experience would be an advantage.
