Key duties
- Deliver safety and ESH-related training covering permits, site induction, occupational health, emergency response, and similar topics.
- Create, update, and sustain procedures that align with site safety rules, health requirements, government regulations, and internal compliance needs.
- Track and evaluate the ongoing implementation of safety and health processes in line with Singapore WSH standards.
- Support the health and safety manager with safety plans, training plans, safety meetings, audits, inspections, investigations, contractor pre-qualification, and renewal of ESH equipment contracts.
- Assess workplace exposure to noise, light, heat, and harmful or hazardous substances.
- Assist with investigations into incidents, dangerous occurrences, and occupational diseases.
- Identify foreseeable workplace and process risks, contribute to risk analysis, and recommend controls to reduce or eliminate hazards.
- Carry out compliance audits, inspections, and daily safety and security rounds across the site.
- Help coordinate industrial hygiene monitoring in plant areas.
- Ensure work-permit compliance for activities such as confined space entry and hot work.
- Work to maintain occupational injury and illness rates at benchmark levels and improve them further.
- Encourage stronger employee and contractor participation, awareness, and ownership of safety and health practices.
- Promote recognition of unsafe or at-risk behaviors among workers and contractors.
- Follow up on service and maintenance of fire protection, firefighting hydrant, emergency call point, and perimeter CCTV systems with relevant engineering and support teams.
- Track maintenance of FCC equipment such as CCTV, lightning warning systems, and the main fire alarm panel.
- Coordinate maintenance of IMT room communication systems and emergency-use equipment such as phone lines, fax, wind sock systems, and computers.
- Train and guide the Site Emergency Response Team.
- Take part in all ERT activities, including annual employee drills, quarterly training, community drills, and mutual aid response support.
- Coordinate fire protection activities with SCDF.
- Approve specifications and oversee the upkeep of emergency response equipment, PPE, and apparatus.
- Confirm that emergency response equipment continues to meet safety and compliance expectations.
Requirements
- A safety professional profile with at least an O level qualification.
- Advanced Certificate level training in line with WSH guidelines.
- Practical experience in firefighting, fire crew training, and incident response.
- Strong teamwork and decision-making ability.
- Good communication skills.
- Fluency in English plus at least one local language.
- Singaporean citizenship or Singapore permanent residency only.
- Ability to use professional firefighting and rescue equipment.
- Familiarity with PPE such as bunker gear, respirators, and Level A/B suits.
- Comfort working in a chemical plant that handles highly hazardous, toxic, flammable, and explosive materials.
- Valid Class 3 driving license for operating an emergency response vehicle.
