Job description

Role context

This position sits within the Green Field Project, Tilenga, a remote Ugandan site near Lake Albert. The project operates in a highly sensitive environmental setting and presents major onshore execution challenges. It involves the production of heavy and waxy crude from 31 drilling pads, some of which are inside a national park, and processing through a production center with capacity for 200,000 bopd of oil and 650,000 bld of water treatment. Reservoir pressure maintenance is handled through either water injection or polymer water injection, depending on reservoir characteristics. The project also includes an extended interconnecting network designed to preserve temperature. The working environment is multicultural, with contractors expected to be based in different countries. Ugandan laws, regulations, administrative requirements, technical approvals, and international standards for onshore facilities will apply.

Key activities

  • Act as a role model for H3SE performance by applying health, safety, security and environmental rules in the area of responsibility, and making sure these requirements are embedded in all logistics contracts and properly understood and followed by contractors.
  • Ensure that logistics activities comply with Ugandan legislation and government regulations, while advising Project Management on applicable procedures, laws, and administrative matters, and maintaining effective working relationships with local authorities as required.
  • Identify, quantify, and plan all logistics service requirements for the project execution phase in coordination with the DW Logistics Manager, Surface Logistics Manager, Work Package Managers, and Project Management to support an optimized logistics strategy and contribute to the execution budget.
  • Prepare logistics-related contracts, including prequalification, creation and release of call-for-tender documents, technical review, and clarification rounds, then monitor contractor service delivery and performance.
  • Contribute to building an operational logistics setup for drilling, site preparation, and construction activities across the Tilenga project and company operations.
  • Support the DW Logistics Manager in ensuring logistics execution for drilling site preparation, construction, and production-related activities.
  • Prepare and revise logistics budgets and PDC, and track spending in line with cost control requirements.
  • Design the logistics operating model, improve it where needed, and oversee its efficiency.
  • Assess the need for a logistics structure and carry out technical audits when required.
  • Define the technical requirements of the logistics setup based on operational needs.
  • Develop, document, and roll out operating procedures.
  • Plan, monitor, and control supply flows and schedules.
  • Negotiate, administer, and supervise the execution of contracts and procurement purchases.
  • Set up and control stock management processes and supporting tools.
  • Ensure compliance with security, safety, and professional rules in all logistics activities.
  • Support a smooth handover and uninterrupted continuity of logistics matters from the project phase into production.

Candidate profile

  • A degree in Supply Chain, Engineering, Operations, or another relevant discipline is required.
  • At least 15 years of operational and management experience is expected, including a minimum of 10 years in the oil and gas sector.
  • A strong background in logistics and procurement is essential, and experience in onshore drilling and completion activities will be an advantage.
  • Experience with SAP/MM is an additional asset.
  • Prior exposure to logistics engineering studies and design in difficult terrain or demanding environments is needed.
  • Experience managing subcontract agreements and framework agreements is required.
