About the Team
The HR Operations team works to create a smooth, supportive employee journey from hire to exit. The group focuses on thoughtful service, efficient people practices, and clear policies and systems that help employees feel supported and able to do their best work.
Role Overview
This position is focused on workforce governance for flexible staffing arrangements, with an emphasis on compliance, process design, and risk control. The role partners closely with internal stakeholders to build scalable frameworks for outsourcing, labor dispatch, and project-based collaboration.
Key Responsibilities
- Design and continuously improve policies, systems, and management rules for flexible staffing models such as outsourcing, labor dispatch, and project-based partnerships.
- Develop a governance structure for flexible staffing that supports business growth while meeting compliance requirements, and drive standardization, process improvements, and risk-based controls.
- Work with HRBPs, Legal, Finance, Procurement, and business teams to deliver flexible staffing initiatives that balance efficiency, cost management, and risk mitigation.
- Build and enhance supplier onboarding, assessment, and governance processes to strengthen partnership standards and management practices.
- Use data analysis to monitor workforce composition, staffing costs, and risk signals, and provide insights that support management decisions.
- Follow changes in domestic and international staffing regulations and industry practices, then update internal governance approaches accordingly.
Qualifications
The ideal candidate will have at least a bachelor’s degree and 3 or more years of relevant experience. Strong analytical ability and structured thinking are important, along with the ability to assess both operational and risk implications. English must be usable as a working language.
Preferred Background
Priority will be given to candidates with experience in overseas employment governance, supplier governance, or procurement collaboration. Academic backgrounds in Human Resources, Law, Finance/Taxation, Labor Relations, or Business Administration are preferred. Experience in flexible staffing, outsourcing governance, internal control or risk management, organizational research, large internet companies, platform businesses, global expansion environments, or complex organizational governance will be an advantage.
