Overview

This role is based in Nairobi, Kenya at the U.S. Embassy. The assignment is expected to run for 36 months, with the possibility of continuing work under the Department of State program afterward. Hiring is dependent on award of the contract.

What you will do

  • Oversee office operations in Nairobi as they relate to the construction project’s budget and schedule controls.
  • Prepare status reports and other project-control documents.
  • Build a solid understanding of all administrative obligations under the construction contract, including required deliverables.
  • Ensure all project control activities are completed accurately and on time.
  • Manage contractor submittals and as-built drawing records.
  • Examine monthly contractor payment applications and brief the Project Director/COR on any findings.
  • Assess proposed contract changes to determine necessity and whether they are already covered by the contract.
  • Complete quantity take-offs and support preparation of Independent Government Estimates (IGEs).
  • Assist the Project Director/COR with all matters related to contract administration.
  • Negotiate changes and claims, and interpret contract clauses such as payment terms, general conditions, and Division I specifications.
  • Attend meetings and conferences as needed.
  • Draft minutes for meetings attended.
  • Maintain the daily construction log, organize daily inspection reports, and track OBO equipment and project records.
  • Support and mentor administrative staff.
  • Work closely with the Project Director/COR and the wider project team.
  • Handle additional duties assigned by the Project Director/COR.
  • Develop practical understanding of the project’s technical requirements.
  • Provide quality assurance oversight for the active construction project.
  • Review contractor submittals and respond to Requests for Information (RFIs).
  • Assess proposed substitute materials or products for engineering impact and recommend next steps to the Project Director.
  • Coordinate preparation of Independent Government Estimates for modifications and change orders.
  • Review design calculations and supporting data from an engineering viewpoint.
  • Prepare a monthly progress report with a strong focus on engineering status.
  • Carry out other related tasks assigned by the Project Director.

Requirements

  • A bachelor’s degree or higher is required, along with at least 7 years of experience on construction projects of similar scope and value.
  • Experience gained in a design office will not count toward the required experience.
  • A Professional Engineer (PE) license may be accepted instead of a degree.
  • Overseas project experience is preferred.
  • Candidates must already hold a Final Secret, Interim Top Secret, or Final Top Secret clearance issued by the Defense Counterintelligence and Security Agency (DCSA).
  • Working knowledge of international codes is required.
  • Proficiency with Microsoft PowerPoint, Excel, and Word is required.
  • Strong capability in project controls reporting, cost tracking, schedule management using Primavera, change order administration, submittal management, and commercial construction is required.
  • The role requires U.S. citizenship and a U.S. government security clearance at the Secret level with Top Secret eligibility.

Preferred background

  • Prior experience supporting U.S. Embassy construction programs is highly desirable.
  • Recent hands-on experience with Primavera is strongly preferred.
