Role overview
CSCEC Middle East is looking for a Technical Manager to support a major civil and infrastructure project in Dubai. The position focuses on leading technical delivery, coordinating design and construction interfaces, and keeping engineering activities aligned with project requirements, authority standards, and deadlines.
Key responsibilities
- Direct the engineering and technical team so that all deliverables are accurate and issued on time.
- Oversee the checking, coordination, and rollout of drawings, specifications, shop drawings, method statements, and other engineering submissions.
- Work with clients, consultants, subcontractors, and authorities to secure approvals for technical documents and any design modifications.
- Support construction teams with technical input across roads, highways, underpasses, bridges, utility corridors, stormwater, sewerage, potable water, irrigation, TSE, and related infrastructure works.
- Spot design clashes, technical risks, and buildability challenges, then develop workable engineering solutions.
- Drive value engineering efforts to improve constructability, control cost, and increase efficiency while maintaining quality and safety.
- Handle RFIs, technical clarifications, design revisions, and engineering change control during the project lifecycle.
- Make sure all work complies with project specifications, UAE authority standards, relevant codes, and contract obligations.
- Coordinate with planning, QA/QC, HSE, commercial, and procurement teams so engineering work supports site progress.
- Review temporary works, traffic diversion plans, utility diversions, and construction sequencing from a technical standpoint.
- Track engineering progress, prepare reports, and assist project management in resolving complicated technical matters through construction and handover.
Qualifications and experience
- A Bachelor's degree in Civil Engineering is required; a Master's degree will be considered an advantage.
- At least 16 years of overall experience, including a minimum of 5 years in a Technical Manager or Engineering Manager position on major roads and infrastructure projects.
- Hands-on background in roads, highways, underpasses, utility networks, and large civil infrastructure projects in the UAE or GCC.
- Strong understanding of road geometry, pavement design, earthworks, reinforced concrete structures, utility coordination, and underground infrastructure systems.
- Experience working with UAE authority requirements such as RTA, Dubai Municipality, DEWA, and other government bodies.
- Working knowledge of AutoCAD, Civil 3D, BIM tools, Primavera P6, and Microsoft Office.
