Senior Manager - Technical Program Management

Role overview

This is a senior leadership opportunity for a Technical Program Management professional who will help shape and expand the TPM function for a fast-scaling, globally distributed engineering organization. The role is based in Saudi Arabia and is handled through a partner company that owns the application process and subsequent hiring steps.

You will act as both a strategic operator and a hands-on leader, building the systems, standards, and operating model that allow Engineering, Product, and Design teams to execute reliably at scale. A key part of the job is to establish a strong TPM team, raise the bar for delivery excellence, and bring clarity to complex cross-functional programs.

The position is best suited to an experienced leader who has previously built or transformed TPM capabilities and can thrive in ambiguous environments while creating structure, accountability, and execution discipline.

Accountabilities

• Create and grow the Technical Program Management function, including its operating model, engagement approach, core standards, and long-term organizational structure.
• Lead and coach a developing group of senior TPMs, set clear expectations, protect quality, and ensure the function stays focused on real delivery leadership rather than administrative tracking.
• Build the cross-functional execution framework connecting Engineering, Product, Design, Customer Success, Support, GTM, and PMM, with clear ownership, dependencies, and escalation routes.
• Set the company-wide standard for program and project execution in tools such as Linear, including conventions for structure, tagging, milestones, and visibility.
• Drive dependency planning and launch readiness for large, multi-team initiatives that span several engineering groups and downstream business functions.
• Put in place program visibility mechanisms that give leadership a clear view of delivery health without creating extra operational burden for teams.
• Work closely with Engineering Managers and other functional leaders to reinforce accountability and ensure TPMs support delivery systems rather than replacing team ownership.

Requirements

• At least 10 years of experience in Technical Program Management or a similar delivery leadership role within high-growth, distributed software companies.
• Demonstrated success in building, scaling, or reshaping a TPM organization, including leadership of senior TPM talent and establishment of standards.
• Strong technical understanding, with the ability to interpret architecture, assess engineering trade-offs, and engage credibly with senior engineering leaders.
• Proven ability to design and run cross-functional execution systems between engineering teams and go-to-market or customer-facing functions.
• Hands-on experience with program and project management platforms such as Linear or Jira, including the ability to set and enforce standards across multiple teams.
• A clear point of view on where TPM responsibilities end and PMO-style work begins, with the discipline to avoid purely administrative operating models.
• Excellent written and spoken communication skills, especially in asynchronous and globally distributed working environments.
• Strong judgment, autonomy, and the ability to influence senior stakeholders without relying on formal authority.
