Role Summary

The QA/QC Engineer will build, implement, and sustain a project-specific quality assurance and quality control program aligned with NQA-1 requirements. This person acts as the main quality lead on the project, combining program oversight with direct inspection work in the field.

The role is independent and does not include direct reports. It requires coordination with project teams, subcontractors, and field staff to make sure work meets contract obligations, applicable codes, and regulatory expectations.

Responsibilities

  • Design, roll out, and maintain the project QA/QC system in line with ASME NQA-1 standards.
  • Act as the project’s quality authority and manage audits, procedures, and quality records.
  • Develop and maintain quality plans, inspection and test plans (ITPs), procedures, and work instructions.
  • Ensure document control, traceability, and record retention meet NQA-1 requirements.
  • Work with clients, regulators, and third-party auditors on quality-related matters.
  • Carry out field inspections of mechanical systems, materials, and installations.
  • Check work against project specifications, codes and standards, approved submittals, and procedures.
  • Perform first-work, in-process, final, and turnover inspections.
  • Record inspection findings and follow deficiencies through to closure.
  • Identify, document, and manage NCRs and CAPAs.
  • Lead root-cause investigations and make sure quality issues are resolved on time.
  • Monitor patterns in issues and introduce corrective measures to reduce repeat problems.
  • Confirm subcontractors are running their QC processes before QA review.
  • Review subcontractor checklists, inspection records, and punch lists.
  • Verify subcontractor compliance with contract requirements and quality standards.
  • Plan and execute internal audits to NQA-1 requirements.
  • Support audits conducted by clients, regulators, or third-party assessors.
  • Keep the project ready for audits across all phases.
  • Coordinate closely with Project Managers, Field Superintendents, and Engineering and VDC teams.
  • Provide timely quality guidance to help avoid rework and protect the schedule.
  • Participate in pre-installation meetings, turnover planning, and closeout activities.
  • Look for opportunities to improve quality systems, documentation, and execution methods.
  • Help standardize QA/QC practices across projects.
  • Stay current on changing codes, standards, and NQA-1 expectations.

Requirements

  • Bachelor’s degree in Mechanical Engineering, Construction Management, or a related discipline, or equivalent experience.
  • Proven experience building or managing an NQA-1 compliant QA program.
  • Solid understanding of mechanical construction methods, including piping, HVAC, fabrication, and installation.
  • Working knowledge of applicable codes and standards such as ASME and ANSI.
  • Experience handling both QA program administration and field inspection duties.
  • Ability to work independently and make sound decisions without close supervision.
  • Strong organizational and documentation skills.
  • Preferred: ASQ certifications such as CQA or CQE, or equivalent quality credentials.
  • Preferred: Experience on nuclear, DOE, or other highly regulated projects.
  • Preferred: Experience with audit programs and regulatory compliance.
  • Strong attention to detail and a consistent focus on quality.
  • Ownership mindset suited to an independent role with no direct reports.
  • Clear communication skills and the ability to influence across field and project teams.
  • Ability to balance strict quality standards with practical field execution.
  • Problem-solving capability with strong root-cause analysis skills.

The expected pay range for Washington residents is $145,000 to $165,000 per year. Compensation may vary based on job-related knowledge, skills, and experience.
